Keeps says "This site can’t be reached". Not loading at all. And I have a strong internet connection

That is weird... Have you tried with a different browser? Anyway, the instructions are pretty straightforward:
- Install eotdl CLI
pip install eotdl
- Download dataset
eotdl datasets get AI4EO-MapYourCity
You will have to create an account the first time following the link provided by the CLI.
